Del. county's proposal targets formation, management of HOAs

A Delaware county is considering an ordinance that would revamp how HOAs are created and managed by developers, with the goal of restoring homeowners' faith and improving the upkeep of communities. "No one ordinance solves all problems, but I think this gets us a lot closer to making sure all of the players involved understand how it's going to work, how the process works, who is responsible for maintaining what and when," Kent County Planning Director Sarah Keifer says.
