Initial recommendations to help N.Y. prepare for future disasters

One of the panels commissioned by New York Gov. Andrew Cuomo to help the state better prepare for future disasters like superstorm Sandy offered preliminary recommendations that include construction of man-made barrier islands in New York Harbor and installation of "inflatable balloons inside subway tunnels that could seal off the system from incoming water." Other commissions suggested the creation of a "strategic fuel reserve" and revision of building codes.
