Louisiana, once thought to be a poor place to open a business, has made great strides toward fixing that problem, Adriana Lopez writes. Economic-development programs and government reforms were key in producing a more favorable business climate. "If you really step back and look at it, it's not just one or two things that have been a catalyst for this growth in Louisiana," said Stephen Moret, secretary of Louisiana Economic Development. "There are about nine or 10 different factors that continue to contribute to making the state an economic powerhouse."
