Colorado Gov. John Hickenlooper is credited by both industry groups and environmentalists for brokering an agreeable deal that set the state's rules for the disclosure of chemicals used in hydraulic fracturing. "As Gov. Hickenlooper explained, trade secrets are a vital part of our legal process. They are protected by federal and state law and they encourage innovation and investment, including innovation in greener fracturing fluids," said Colorado Oil and Gas Conservation Commission Director Dave Neslin.
