Ohio is taking considerable steps to secure Shell Chemicals' $2 billion ethane-cracker facility as competing states -- West Virginia and Pennsylvania -- also try to lure the company's commitment to build the complex. "When we select our preferred site we will announce it. That will probably be February," Shell spokeswoman Alexandra Smith. "What we're looking for is cost-effectiveness and ease in moving this project forward quickly," said Dan Carlson, general manager of new business development in the Americas for Shell Chemicals.
