Congress is expected to take up privacy issues stemming from concerns about the ability of location-based mobile applications to track users' movements. Marketers maintain the technology is necessary for them to provide coupons to consumers and for the wireless industry to monetize apps by sending relevant ads to smartphone and tablet users.
