Congress passes first $9.7 billion of Sandy aid

The House and Senate passed the first part of the aid package to rebuild the areas of the Northeast ravaged by Superstorm Sandy, a $9.7 billion appropriation replenishing the National Flood Insurance Program, which was due to run out of money next week. The remaining $50.3 billion of the aid package requested by President Barack Obama will be taken up in a separate bill.
