HOA board member seeks to make neighborhood road a scenic route

A member of the Lucas Valley Estates HOA board in California is leading an effort to have nine miles of a road deemed an official state scenic route, which would prohibit billboards and high-density development. "People who live there come there for the views," Liz Dale says. "We have a gold mine of scenery."
