Tough legislative session is expected for schools

As state legislative sessions get under way, education issues are expected to take center stage. Among them are a proposal in Michigan to tie students' performance to school funding and legislation that would allow teachers to be armed in the classroom. However, officials say they expect tight budgets at the state and local level along with lingering uncertainty about the federal budget.
