Telecom companies are looking to transition away from networks built on copper phone lines to IP networks that use a combination of fiber optics, 4G LTE wireless and short copper loops. Slowing the transition are outdated federal, state and local regulations that require carriers to gain permission before changing service offerings, Larry Downes writes.
