NYC's program to spur energy upgrades gains recognition

An overhaul of New York City zoning ordinances intended to encourage energy retrofits of existing buildings has won the city the 2013 award for Excellence in Environmental Planning from the American Planning Association. "Zone Green" removes certain hurdles to allow installation of exterior insulation, rooftop gardens and solar and wind energy devices. It also promotes permeable paving and facilities for bicycles and electric cars to reduce greenhouse-gas emissions.
