Pile driving killing fish under bridge project

Engineers halted work on the Benicia Bridge in California after discovering that salmon and smelt are exploding from underwater shock waves. A plan to protect the fish, including the addition of deep-water piles and bubble curtains, has run up costs and could cut into other projects' budgets.
