Baltimore recruits special-ed teachers from overseas

Baltimore's public schools are actively recruiting teachers from overseas -- particularly from the Philippines -- to fill major shortage areas such as special education, math and science. Although the approach has helped meet some of the district's needs, critics say it is just a temporary fix to the cyclical teacher shortage that has become common throughout the U.S.
