Congress should move to delay the Environmental Protection Agency's plan to implement the "stationary sources" rule, which would limit greenhouse-gas emissions from industrial facilities, power plants and commercial establishments, according to this opinion piece co-written by Cal Dooley, president and CEO of the American Chemistry Council.
