Federal fracking rules could affect output from N.D. oil fields

Burdensome federal regulations on drilling and increased competition from other emerging oil fields in the U.S. could slow production from North Dakota's oil fields, said Lynn Helms, director of North Dakota's Department of Mineral Resources. Helms urged state lawmakers to preserve a fund of $1 million to challenge the U.S. government should it proceed to implement more hydraulic fracturing rules or other excessive policies.
