The Springfield, Mass., City Council is scheduled to discuss tonight whether to put the building of two downtown casinos to a citywide vote or a vote only by residents of the ward where the casinos would be constructed. Public hearings have indicated that there is broad support for a citywide vote, which likely would happen between June and November.
