Counterterrorism expert assails DCP's megatank proposal

Former White House counterterrorism adviser Richard Clarke advised the town of Searsport, Maine, to prohibit DCP Midstream from building its proposed $40 million propane storage tank in the area. Clarke's firm, Good Harbor Consulting, found in its risk-assessment study that local safety agencies are not capable of mitigating serious LPG-related emergencies. DCP spokeswoman Roz Elliott said the report is "questionable on so many fronts" and "makes several assertions without any backup."
