N.C. city in a "highway building boom"

Charlotte, N.C., is forging ahead with plans to transform its highways, with more than $3 billion in projects under way or planned. Projects include the conversion of a carpool lane on I-77 into a toll lane, which is part of a $550 million project, and completion of Interstate 485 at a cost of $150 million.
