Canadian city hopes to become leading waste-management adviser

Edmonton, Alberta, is spending $1.1 million over this year and next to develop an agency that would act as a consultant on waste management. The city was honored by the Air and Waste Management Association in 2010. "We've got great expertise here, so it's an opportunity to sell something that can really develop into big business," Mayor Stephen Mandel said.
