5 JVs to submit bids this week for first segment of Calif. HSR

Five joint ventures will submit bids Friday for the design and construction of the first segment of California's high-speed rail project, but the prices will remain hidden while HSR officials consider the proposals. The initial phase -- estimated to cost between $1.2 billion and $1.8 billion -- will include construction of the first 29 miles of track in the Central Valley.
