First-time manager plans to focus on growth in Texas city

Sylvia Carrillo has started in Aransas Pass, Texas, as a first-time city manager, after being selected from a pool of 44 applicants. She says she will focus on growth, especially residential, to accommodate workers at a pipe plant under construction. Before arriving in Aransas Pass, Carrillo worked under the city manager in Corpus Christi, managing 70 staff members and a $6.5 million budget.
