Wash. city takes another look at council-manager structure

The Port Orchard, Wash., City Council says it will form a research committee to look into switching to the council-manager form of government to better manage a growing population. Councilman Rob Putaansuu says he wants to put the issue on the November ballot, along with reclassifying the city to a noncharter code to give the local government more power.
