New Taliban offensive targets hearts and minds

Taliban leaders in Afghanistan and Pakistan have embarked on an information offensive to win broader support from local populations. In Afghanistan, the Taliban has issued a code of conduct to decrease civilian casualties and is trying to recast its efforts as a liberation movement. In neighboring Pakistan, where residents have tired of violence, leaders are trying to more closely align their movement with Afghanistan, about which most Pakistanis are more conflicted.
