Ireland and Portugal could get bond help from ECB

EU Economic and Monetary Affairs Commissioner Olli Rehn says the European Central Bank could help Ireland and Portugal as they look to re-enter market financing and end their reliance on ECB loans. "The option of combining a precautionary programme with the ECB's [outright monetary transactions] is something that should not be ruled out as a way of smoothening, paving the way for ... market financing for Ireland or indeed for Portugal," he said.
