Plan for Ore. city hall includes existing building

The Eugene, Ore., City Council unanimously approved a $750,000 plan to design a City Hall that reuses as much of the old building as possible. The plan includes underground parking from the old City Hall, public art and a council chamber. The building will cost $15 million and will take 2½ years to construct.
