Disproportionate Medicaid funding divides states

State-by-state variations in Medicaid funding have posed a big obstacle to the Senate health reform bill, according to this report. The Senate bill would expand Medicaid coverage but would give additional federal funds only to Nebraska. The special federal subsidy is deemed unfair by California, New York and other states that spend more to offer generous Medicaid coverage.
