Some hospital indemnity insurance policies and other limited-benefit products may not meet Affordable Care Act rules on underwriting and benefits limits, Allison Bell writes. "When a policy pays on a per-service basis as opposed to on a per-period basis, it is in practice a form of health coverage instead of an income replacement policy. Accordingly, it does not meet the conditions for excepted benefits," an Employee Benefits Security Administration Web page says. Federal officials will work with states to further clarify requirements for health insurance companies, the EBSA site says.
