Vt. estimates costs of governor's single-payer health plan

Vermont would have to raise $1.6 billion in new tax money under Gov. Peter Shumlin's single-payer health care proposal, which would save businesses and individuals $1.9 billion in private coverage costs, according to reports from the governor's office. The proposal could take effect no sooner than 2017.
