La. should look beyond levees to counter floods, panel says

The Coastal Protection and Restoration Authority in Louisiana has a subcommittee that is working with agencies to reduce flooding risk through options other than levees. Measures include elevating houses and businesses. Louisiana expects to spend more than $10 billion for "nonstructural" solutions to fight flooding under a master plan for restoring and protecting its coast.
