Mo. law may create problems for federal insurance exchange

A Missouri law requiring voters or state lawmakers to approve a health insurance exchange also prohibits state agencies from helping the government set up a federal exchange without legislative approval. Missouri initially will have a federal exchange, but University of Missouri analyst Bridget Kevin-Myers says the law raises questions about whether plans will be available on the exchange if state insurance regulators can't approve them.
