Nixon ties Medicaid expansion to receipt of federal funding

Missouri Gov. Jay Nixon, a Democrat, used his State of the State address Monday to call for expanding Medicaid but tried to appease reluctant state lawmakers by pledging to make it contingent on the receipt of federal funding. Republican state Sen. Brad Lager said a "straight-out expansion of Medicaid" was unlikely as legislators want to manage the increasing costs of the program.
