Calif. legislature special session weighs ACA proposals

California legislators tackled health care in a special session that opened Monday to consider measures related to implementation of the Affordable Care Act in the state. Proposals cover issues such as the expansion of the state's Medi-Cal program and the development of enrollment rules for the state's health insurance exchange. The session was initiated by Gov.
