Experts: Without chip technology, U.S. is target for card fraud

The U.S. has lagged other countries in the adoption of computer-chip technology for credit and debit cards known as EMV, and experts say that has made U.S. financial institutions a target for fraud. Several card issuers have reported recently that their fraud rates are rising after a long period of decline.
