Panel of Minn. city council OKs energy-efficiency measure

A panel of the Minneapolis City Council approved a proposal to require commercial buildings bigger than 50,000 square feet to be rated on energy efficiency. Ratings would be posted on a city website. The goal is to encourage building owners to reduce energy consumption. The full council is scheduled to vote on the measure next week.
