Is proposed change to NFL blackout rule meant to weaken local TV?

The Federal Communications Commission is seeking comments on whether a rule prohibiting pay-TV operators from airing blacked-out NFL games should be lifted. Broadcasters question whether the call for change, which has been led by a group funded in part by Time Warner Cable, Verizon and other pay-TV operators, isn't just a veiled attempt to weaken local broadcast. "If you want to hasten the migration of marquee sports to pay TV, this is the petition for you. At least the NFL is the one sports league that keeps marquee games on over-the-air TV," said NAB spokesman Dennis Wharton.
