Administration outlines exemptions to ACA's individual mandate

HHS and the Internal Revenue Service issued proposed regulations that exempt from the Affordable Care Act's individual mandate people who can't purchase insurance for less than a certain percentage of their annual income. Some people in states that forgo Medicaid expansion would be exempted as well.
