IRS proposes rules governing individual health care mandate

The Internal Revenue Service has proposed detailed rules governing the "individual mandate" -- the requirement that all Americans maintain minimum essential health care coverage or pay a penalty. The requirement was upheld by the Supreme Court last summer, and now the IRS has provided details on what coverage qualifies, who is exempt, and how the "shared responsibility payment" is calculated.
