LaGuardia police arrest man for stealing police vehicle

A "heads-up cop" with the Port Authority of New York and New Jersey is being credited with apprehending a suspect who drove a stolen police vehicle to LaGuardia Airport. The officer became suspicious when he saw the vehicle parked outside the US Airways terminal with its engine running. Inside the terminal, police found Anibal Lugo talking on a pay phone wearing rubber gloves with handcuffs attached to his belt. Police say they found luggage belonging to Lugo in a nearby restroom, though the suspect did not have an airplane ticket.
