A "heads-up cop" with the Port Authority of New York and New Jersey is being credited with apprehending a suspect who drove a stolen police vehicle to LaGuardia Airport. Police say they found luggage belonging to Lugo in a nearby restroom, though the suspect did not have an airplane ticket.
