UN kidnapping may be work of Pakistani separatist group, not Taliban

John Solecki, UN refugee office head in the city of Quetta, Pakistan, was kidnapped after his vehicle was intercepted by gunmen and his driver shot. Separatist groups in Balochistan, of which Quetta is the capital, have been conducting a low-level insurgency along the borders with Iran and Afghanistan for years.
