Who should pay teachers' salaries after they take on union duties?

Utah districts would no longer be able to pay a portion of teachers' salaries after they leave the classroom to work on behalf of a teachers union, according to legislation being considered by state lawmakers. Instead, unions would reimburse school districts. While the bill's supporters say that would free up district money for the classroom, critics say that union activities have a direct benefit on the district. "The functions [they] carry out are things the district would have to have people do or reassign staff to do," says Susan Kuziak of the Utah Education Association.
