States say base realignment requires significant infrastructure spending

The military's plan to realign and close bases, known as BRAC, will require some states to build new roads, schools and sewer and water infrastructure to accommodate thousands of relocating military personnel and their families. State and local governments have paid for new infrastructure in previous realignments. However, Maryland officials say they are unsure how they will fund the improvements, noting that budget deficits have forced them to cut funds dedicated to BRAC-related transportation projects.
