Subs sue Vt. town for not ensuring contractor had proper bonds

Some of the subcontractors who were working on a library renovation in Rockingham, Vt., are filing lawsuits against the town and the general contractor responsible for the project. The subcontractors, who say they weren't paid for their work, are faulting the town for failing to ensure that a performance bond was in place. An attorney for the town said the suits were without merit.
