Wis. city council considers funding to develop "blighted" areas

The Two Rivers, Wis., City Council is seeking funding for redevelopment after a study deemed more than 50 acres to be "blighted." According to the study, structures such as deteriorating seawalls cover more than three-quarters of the area examined. The council will examine options including a Community Development Block Grant program and a tax increment financing district.
