Duncan: NCLB waivers are a "step in the right direction"

Hundreds of thousands of children nationwide were "invisible" under No Child Left Behind, Education Secretary Arne Duncan told a Senate panel on Thursday. That gap -- in which statistically insignificant student populations and their test scores were not counted -- has been remedied by waivers to the federal education law that have been issued to 34 states and the District of Columbia. "These children are no longer invisible, and there are so many thousands of additional schools now where adults have to be accountable for their learning," Duncan said.
