Hawaii stores switch to biodegradable bags as plastic bill inches closer

Hawaii's House bill No. 2125 could require shopping centers to charge plastic-bag fees as the bill moves out of one committee. In anticipation, some stores such as Down to Earth have already switched to biodegradable bags because such bags "completely break down to nothing but water, methane, and humus or soil," said Down to Earth CEO Mark Fergusson.
