Coast Guard contract should be redrafted, DOD report finds

A DOD assessment has concluded that the Coast Guard's $24 billion ship-and plane-building contract with Lockheed Martin and Northrop Grumman is fundamentally flawed and should be redrafted before it is extended. A revised contract should no longer presume that Northrop and Lockheed will serve as both program manager and primary builder.
