Federal broadband-access program is under scrutiny

The Commerce Department has put $594 million in grants in limbo after receiving complaints about widespread waste and duplication in the disbursal of funds from its $4 billion Broadband Technology Opportunities Program, part of President Barack Obama's 2009 economic stimulus plan. The agency's inspector general says the government may not be able to adequately monitor the program.
