Obama calls on Congress to act to avoid cutting programs

President Barack Obama is urging Congress to pass a short-term budget deal by March 1 to avoid deep cuts to special education and other services for individuals with disabilities. The automatic cuts, known as sequestration, would total $1.2 trillion over 10 years and affect various areas, including mental-health services and special-education jobs.
