Total plans $2.2 billion expansion at Port Arthur refinery

French oil company Total said Tuesday it plans to build a new $2.2 billion facility at its Port Arthur, Texas, refinery that will include a 50,000-barrel-per-day coker, a desulfurization unit and a vacuum distillation unit. The project will expand the refinery's capacity and its ability to process heavy and sour crude.
