Budget plan seeks changes for private health insurance programs

President Barack Obama's budget proposal seeks significant spending changes in private health insurance programs overseen by the Centers for Medicare and Medicaid Services. Under the proposal, programs that provide seed money to insurance co-ops and a program to set up health insurance exchanges would see large increases. Programs that would see large cuts would include the Early Retiree Reinsurance Program, which provides subsidies for some early retirees' health benefits.
